Let me add since people are asking, the main character has a total of 13 Arts (taken from the demo, so might not be 100% accurate), and then plus the 3 that are locked behind the DLC. There are 3 different costume packs (School Life/Beach Time/Warring States), which means that Each character has at least 3 different Arts and 12 different Passives locked behind costume DLC. If you aren't aware, one of the things you can buy in the in-game real money store, are outfits aka costumes for each party member, and while they were just cosmetics in the past, in Tales of Arise, Each Costume pack comes with a title that will unlock special arts and passive skills for each character.
